1, JCHN HENNESSEY SETH , a Partner in the firm of Peroy Smith, Seth and Fleming, of Victoria in the Colony of Pengkons, Incorporated Accountant, do sclemnly, sincerely, and truly deolare and say as follows:-

1. I am a natural born British eubject having heen honn

at Singapore, Straite Settlements, of British remonts.

2. I have read the Memorial ard Petition of Mackertich

Cyril Cwen applying for a Certificate of Naturalizetion dated

the 16th day of November 1917 and now n"oduced and shown to me.

3. I have nowr the said Mackentioh Cyml Cwen for the

last seventeen yeara, since the year 1901, wher I annived in

thie Colony. The said Mackertioh Cyril Owen was already

resident here, having arrived in Hongkong from Calcutta.

4. He reeided in Hongkong from the year 1900 to the year

1902 when he left the Colony informing re that he was going to

Japan. In the year 1905 he returned to Hengkeng and resided

here until the year 1907 when he left the Colony informing me

that he was going to Calcutta. He has informed me and I verily

believe that he realded at Calcutta from the year 1907 111 the

year 1900; at Singapore from the year 1910 till the year 191";

and in Java from the year 181? till the year 1912. He returned

to this Colony in the year 1917 and has nemanently resided

here since that time.

The said Mackertich Cy-11 Cwen was mannted to my

sister Phyllis Irene on the 9th day of March 1909 and they now

reside at Morman Cottage, No. P Peak Road, Vistoria aforeraid.

I verily believe that all the statements contained

in the said Memorial and Petition are true and that the asid

Mackertioh Cyril Owen is a person of good character and loyal

to the Bitish Crown.

7. I am able to testify to the shove faote from my

own personal knowledge.
